The "also" in that sentence is not referring to him not being alone in his opinion. He is saying that he has a previous opinion that he is referring to above (that the best course of action is to be patient) and that he "also" has this other opinion (to be in no hurry to halt the ongoing reduction...). This is an important distinction if your analysis placed a lot of weight on him not being alone in his opinion - which is not what he is saying.
