I checked it out and it is possible to link 2 together, you just charge the second one instantly after inputting the first and release it as soon as it's charged, negative edge helps aswell.

It is possible to combo 2 sonic booms aswell with the right setup, and the dash upper has an unusually low charge time making it even easier. With the combo here the first dash is input (buffered) during the standing LK (elbow) before it, which means the dash is slightly delayed until the LK finishes, giving a fraction more time to start charging the second one. Like, I don't think you could combo 2 dashes without the first having been buffered during another move for this reason. Basically the aim is to start charging the second dash before the standing LK animation has even finished hitting, let alone the first dash. Negative edge means using the release of a held P or K button instead of the press of that button to perform a special move.
