As I see it, you can play a C major scale, including B, over the whole progression. I think you can use Bb over Dm7, Em7 and G11. I try to avoid Bb over Cmaj7. I don't like Bb over F in this case, because I hear the tonality as major. I like blues riffs over G11, then switching back to major over Cmaj7. I see this progression as mixing major and dominant tonalities.
