From what I can tell, mainland China dramas will almost always dub over actors' voices even if they speak fluent Mandarin. This is because there are many dialects and they want to use a standard dialect so they have someone dub over the actor. Since Yoona's Chinese isn't 100% fluent sounding, they dubbed over her.
