These are good questions! In the case of "landfall," we don't use an article here because the collocation "make landfall" is a set phrase that cannot be changed. Sometimes, you will see 'BE + Infinitive" when discussing official plans or announcements for something that will happen in the future. It sounds very formal, so it's not common to hear this in everyday conversation. I hope this helps! 😊
