It's the banner sound that's heard when you insert a gamecube disc into a compatible console. The only model compatible would be the RVL-001, A.K.A the launch model. The other models (RVL-101, A.K.A the Wii Family Edition, and RVL-201, A.K.A The Wii Mini) don't have support for gamecube games.

It's called "Not Installed Channel" Sound. I don't have the rip since I only have other sounds that are non-channels in the BIOS.
I might make an update video with all sounds including the channels and a few games like MH3 and SMBWii.
