The reason is a consumer society in which people have been accustomed to products in plastic packaging rather than reusing containers. In the past, when there was no plastic packaging, all garbage in general was made of fast-degradable packaging and there were no big problems with it.

We need to standardize packaging, minimize the use of plastic. If the authorities don't want to control people's waste disposal, how can we get them to hand in recyclable containers? This will require a breakdown of consciousness and mentality, people all over the world have been spoiled by a system where they just have to throw away packaging, not save it and dispose of it according to the rules. In most countries in the world there is no recycling at all, just landfills with hazardous waste.
