No, I think the end game for all clubs is to win titles otherwise what's the point. A club with the potential of Everton should always aim for that. It seems the mentality these days from many is that only certain clubs can ever consistently challenge for the league and that is an issue created by the rules. Hopefully when a regulator comes in the rules can change so that all clubs have the ability to challenge.
@AndrewS-xk6fw yes but thats a very long term goal for 99.99% of clubs. To do it properly you need to achieve many smaller goals over a period of time to get to that point.

But it will take time and very smart business to get them there from where they are currently. Also, will PSR rules prevent them doing anything? Similar to Aston Villa and Newcastle, etc. Most clubs hit the financial glass ceiling. But hopefully all these clubs can compete and make the league far more interesting that it has been for the past decade. Not true. Everton are one of the few teams with a positive net spend in the last 5 years, after lots of calamitous transfer window. They're actually very good PSR wise now.
