This was a brilliant move by President Nixon to establish relations with what was then a moderate communist country. Ceaucescu had not yet gone off the rails with self-deification, that would start about five years later after visits to Pyongyang, North Korea.
By establishing this relationship, Nixon gained insight on the functioning of the Warsaw Pact and this also served as a indirect route towards his establishment of relations with China in 1972.
