I think they changed the process again. Upon clicking the "create work account" shown in video at 2:10, its redirecting to blog post where its telling to create azure account. Its also asking for credit card or debit card details in that azure signup.

By following this you can able to create a work account only, and by using a Work account you can access Microsoft services like power apps, power automate, power virtual agent, copilot, power BI and others
