They were in the middle of a drug-bust and had weapons hot and ready, and they assume everyone is a potential threat until cleared otherwise. At which point all the other officers started to fire since Brachle basically labeled Jacob as a threat.

They were in the middle of a drug-bust and had weapons hot and ready, and they assume everyone is a potential threat until cleared otherwise. Who knows, maybe undercover officer Jacob was pointing at his gun or reaching for his badge and officer Brachle mistook that for him reaching for his gun, so he yelled gun! At which point all the other officers started to fire since Brachle basically labeled Jacob as a threat.

There are two ways to shoot someone: on purpose, and negligently. There is absolutely no such thing as accidentally shooting someone. "Accidentally" shooting someone implies that you violated at least one of the basic firearm safety rules. If you violate any of the basic firearm safety rules, you are being negligent. That said, this cop shot the undercover cop on purpose. No negligence here.
