Technically she didn’t “create” Pietro. He already existed in Westview as Ralph Bohner. Agatha only mind controlled him. It’s just, to every Marvel fan’s dismay, a coincidence that that he looks like Quicksilver from the X-men movies.

I don't think they're actually married. Ralph was probably the only single guy around who lived by himself so she took over his home and said he was her husband as not to raise suspicions because when she talked to Vision about Geraldine, Agnes pointed out it was weird she didn't have a husband
