Yeah, he didn't succeed in any regard. Itachi died of illness, Konoha still stands, the Kage and Naruto are still alive, as are the Tailed Beasts... The only thing he really accomplished was killing Danzo.

Konoha was already obliterated by Pain, so he didn't have any real need to take out such a weak village.
