The simple explanation is that it will make your rotations faster. You get your intro and outro skill by filling out your concerto energy (little circle on the left of your health bar) and how you get the concerto energy is by attacking, using skills and ultimate (skill and ultimate gives the most). So getting at least 30% will make it easier/faster to get your ultimate charged up and by attacking, using skill and ultimate you'll be able to use the outro skill faster than if you add to attack more to charge your ultimate. So 30% ER --> Faster rotation = maximise dmg
