The purpose of this tutorial in this series is to create a report now that will be needed in the next video to demonstrate integrating Oracle Forms and Reports and calling reports that display a parameter form.
In this tutorial, you learn how to create a tabular report using the Report Wizard and preview both the Web and paper layouts. You also learn how to enhance the paper report by manipulating the actual, or live, data using the Paper Design view of the Report Editor.

I have problem when launch report builder, Just showing flash report builder without open the program.

Because modern browsers do not support java pugin anymore.
Upgrading to 12c could solve this problem.
