Why we write these order from one to seven? Can not we excess from one to eight or nine?

if number of bit exceeds 3 then you have to use 8 bit format......therefore after 7 ...like 8 is represented as 1000 (4 bit) so to represent +8 or-8 we will use 8 bit format like 00001000 for +8 and 10001000 for -8
