The stronger Demons are very intelligent and were far more political as well, however King Yamma instilled fear into everyone else, claiming the demons were mindless monsters just so he could maintain control over everything. There's no indicator that he wasn't strong enough then since there were likely no one in the 400 year gap between his human biological parents who were psychics much less psychics as talented as what Yusuke becomes. Ideally though its not as if the Spirit Wave orb didn't help. If the transmigration needed a human (or other compatible species) to be as spiritual powerful as an Upper B Class fighter then he's not wrong. But that's just really vague. Most humans would never reach such a level of power. Even Genkai holding on to the Orb wasn't and you can't blame her age since her fighting style is designed to maximize her strength at the peak of her fighting ability. I think its just more broad.
