The wolf statue in the middle of the square is the Capitoline wolf. The famous she-wolf that raised the orphan boys; Romulus and Remus, the founders of Rome. The statue was gifted to Timisoara from the Italian government in the 1920's as a symbol of the Latinity of the inhabitants of the city.
Honestly, you've seen nothing of Romania....you should search and plan for real interesting places to visit, there are a lot of them, also stunning castles, monasteries, wild mountains, lakes, traditional food, etc.

Those covered buildings are being renovated. Unfortunately we have buildings like the one at 9:09 or 23:59 who are now private properties whos owners don't want to renovate them. The state can't do much about it except for increasing their property taxes but many of them prefer to pay those increased taxes than to renovate. It sucks that the government doesn't come up with a law to confiscate such historical buildings from owners who don't want to renovate them. I think you guys in Western Europe have such laws, right?
I'm unsure but we probably do have the same laws yeah, that's really irritating then but what can you do! Being covered up Is an eyesore amongst all the other nice buildings
