Your question about the thought process of Thundia is as such. All of the Cyber Academy Galaxy Gals team of units are themed around Japanese lore and literature. Thundia and Windy are based on the gods Raijin and Fujin. Raijin is the god of lightning, thunder, and storms, thus the name Thundia, and her design is based on depictions of said god. Likewise, Fujin is the god of Wind, and thus you have Windy.
With less detail, Kuu, Kai, and Coppermine are based on characters from Journey to the West, while Kalisa is based on Hatsune Miju. I don't have any idea what Twinstar is based on.

Depending on your definition of “recovering fast,” the rest of the first form ultra souls, the first form elemental pixies, balrog and a handful of other ubers recover fast as well (jizo does have one of the faster recovery times though)
