The refs have to check if the taker doesn't break the stutter rule, if everyone is outside the 18 yard box, if the ball hits the bar and bounces behind or on the line, etc. Now that VAR is in place and it's easy to determine whether the rule's been broken or not - they enforce it. But above all - if they cared about that rule, they could've easily punished Dudek for that save.

They actually did the opposite. They changed the rule from requiring keepers to have both feet on the line to only needing one foot when the ball is struck. With the two foot rule pretty much every goalkeeper broke it so it wasn't enforced. Since changing the rule to one foot on the line and implementing VAR they have started enforcing it a lot more.
