New Caledonia's absence from this year's FestPAC in Hawaii is a reminder that while Pacific peoples come together to celebrate their arts, culture and identity, colonialism still reigns with deep and lasting impacts.
Hawaii, the 50th state of the United States, is currently hosting the 13th FestPAC which will be held June 6 to June 16, 2024. This FestPAC carries the theme, "Hoa'oulu Lahui: Regenerating Oceania."
The Aloha State organizing team has worked tirelessly with the Pacific Community Secretariat to prepare a feast of performing and visual arts, tattoos, carvings, stories and other cultural exchanges between Pacific Islanders.
This was the first time Hawaii had hosted such a large gathering of people from across the Blue Pacific, from Rapanui in the east to New Guinea and Palau in the west; and Hawaii in the north to Aotearoa New Zealand and Australia in the south.
FestPAC without New Caledonia
The festival was started in 1972 by the South Pacific Commission, now the Pacific Community, to showcase the richness and diversity of Pacific Island arts and culture, halt the erosion of traditional practices and foster shared identity and unity throughout the Pacific.
But unfortunately, FestPAC in Hawaii this time lost New Caledonia's participation. In fact, New Caledonia will host the next festival. The absence was caused by political escalation and a blockade of the island following violent protests over the French parliament's approval of a constitutional amendment allowing French citizens with only 10 years of residence in New Caledonia to be given the right to vote in local elections. .
Pro-independence leaders fear this will weaken the voice of the indigenous Kanak people and further marginalize them in their own land.
FestPAC and French, US and British colonialism
New Caledonia's absence from this year's FestPAC is a reminder that while Pacific peoples come together to celebrate their arts, culture and identity, colonialism is still rampant with deep and lasting impacts.
The Kanak tribe's long struggle to achieve independence was met by French pressure to defend its territory, which also included French Polynesia, Wallis and Futuna.
The US owns the unincorporated territories of Guåhan/Guam and American Samoa. Guåhan is one of the most militarized islands in the region with almost 30 percent controlled by the US military.
Colonialism allowed the US, France and Britain to test more than 300 nuclear weapons in Oceania between 1946-1996, the legacy of which continues to have a devastating impact on Pacific peoples.
Violence and human rights violations associated with West Papua's struggle for independence from Indonesia have also long been a concern for the region.
Meanwhile, Jakarta implemented the Pacific Elevation strategy to strengthen ties with the Pacific Islands and reduce support for West Papuan independence.
Fiji has applied to host the 15th FestPAC in 2032
Fiji proposes to host the 15th Pacific Arts and Culture Festival in Fiji in 2032.
This was conveyed by Permanent Secretary for iTaukei Affairs Pita Tagicakirewa to Fijian media Friday evening (7/6/2024) in Hawaii,
Tagicakirewa said Fiji will host the Melanesian Arts Festival in 2026 and Minister of iTaukei Affairs, Ifereimi Vasu has also submitted a bid to host FestPAC in 2032. Fiji hosted the first FestPAC in 1972 and has been part of every Festival since at that time. The Permanent Secretary said Fiji had begun its preparations for this year's 2026 Melanesian Arts Festival and bids for the 15th FestPAC in 2032 should be finalized by September.
