So calves are the forearms of the legs. They are not intended to bulk up to epic proportions. That said likely you are not using the ideal form to target them enough. Calf Raises: Stand with your legs shoulder width apart. If you draw a line through the balls of your foot where it bend, both feet should forma straight line perpendicular to your body. You will likely need to adjust your footing somewhat. This is your stance and you must keep it at all times. Usage of weight is optional, but as you get used to this exercise will become necessary to see larger gains. When you go to lift your heels off the ground focus on keeping your foundation set and push slightly towards the outside of your feet. This subtle movement will keep the tension on your calves. Perform this same exercise on an elevated platform. It will keep your heels from touching the ground, which means more time under tension, so more muscle recruitment/growth/gains. You can also try a variation of the squat that combines a calf raise into the final motion of the squat. The advantage of this movement is that your larger muscles begin to tire from the squat, leaving your other muscles to be more directly recruited for the calf raise portion of the movement. Just remember good form so you are activating the correct muscle group. You can also jump a lot. The constant movement and firing of muscles does a lot to increase the strength of the calves.
