Those vector carbs are trouble. And hard to find. Interesting design they only used for a few years before going back to the old design. I have never seen one in person except I saw a neighbor mowing yard and had one. I think he went eco friendly and got an old fashioned reel push mower. Good work there Typically ppl call those carb disposable.
Based on the wear to the wheels, it looks like this mower doesn't have a ton of hours on it, and has been relatively well taken care of during it's life.

Tom, you were lucky those Torx bolts didn't break off in the block. You know how steel loves to stick in aluminum. I had a bad coil on my old 2000 Expedition. The coil hold down bolt snapped off in the aluminum head. I just stuck the new coil on the spark plug and forgot about it. That was about 14 years ago and it is still sitting on there with only gravity holding it down. That was good fuel line they used. Maybe why they went out of business - too much quality. So true about eye protection. Last week I was pressure washing my sidewalk and a rock flew up and hit my glasses. 3,200 psi water will blow rocks right back at you if it has nowhere else to go. That much pressure can be downright dangerous. That rotary Ryobi washing attachment did work well. It cleans better than a 15 degree nozzle does. It is scary when you see how much of the concrete has been eaten away by 45 years of acid rain. The concrete almost looks like it had an exposed gravel finish. It didn't, but it does now. Isn't it amazing how Portland cement will stick to smooth dirty gravel. They have new concrete with fibers & metal in it that is virtually bomb proof. The Iranians are using it in their underground uranium enrichment plants.
I recently picked up a three year old Toro with similar damage, but worse. The deck appears to be undamaged, but the front right wheel was missing, and the right rear wheel was bent and cocked out to the side. I have racked my brain trying to figure out how that could happen without damaging the deck, but I can't figure it out.People do weird things with mowers sometimes.
I don't know why they tell you to push the primer bulb a certain number of times. It's never right. I have a 20 year old Briggs branded mower with a 6.5. On the engine, it says to prime 3 times. The engine does absolutely nothing. If you prime it six times, it starts on the first pull every time.

Not my favorite carb to work on, but they usually rebuild pretty well
