83 rated was probably his max potential and he is 23 years old so he was generated a long time before thats why he didn’t grow in rating. If you want players that develop quickly go check out 70-75 rated players which are

The best formation in my opinion is 3-5-2 since the players can change positions without loosing alot of rating.
