It goes back even before that. In the 1950s, Peter Sellers was one of the cast members of the BBC radio comedy series "The Goon Show". One of the characters he played was the Boy Scout Bluebottle, who was killed off most weeks (usually by being blown up). Bluebottle's reaction to being killed was always "You rotten swine! You have deaded me!"

The music conveys at least a hint of pity, as Clouseau attempts crossing the moat. It's sort of like Fate, observing the poor Clouseau about to fail once again, condemned by the Gods to be forever clumsy and inept. Of course, it's great physical comedy; but on some level the viewer has by now at least some sympathy for the ever-bumbling Clouseau.

By far my favorite Clouseau movie of all time. The others were just great, this one was awesome. Mancini's music makes this scene that much better.

It's called 'The Inspector Clouseau Theme' would have thought with such a name it would have been in some of the other pink panther movies.
Mancini played around with much of the melodies, check out the albums, you will get a better feel.
