I feel like the devs were trying to replicate GTA 4 ragdoll physics inside their havok engine game.
Not really
You can definitely tell that the devs never expected the player to be airborne from high heights or to be frequently put into ragdoll situations. There is next to no fall damage, and the ragdoll is barebones. They very much intended for Wei to almost always be on the ground and in control.

can anyone tell me if this game is as fun as gta sa or others in the franchise?
Yes it's as fun as gta san San Andreas and other franchises abiet in it's own way. This game has been under the radar for a long time. Definitely recommend you give the game a try if you haven't played.
The story is pretty good and the melee combat is extremely fun. I spent hours running around beating up bad guys in alley ways.
Very much. Just don't expect it to play like most open world action games. Imagine Shenmue's fighting, except in an open world. You're not gonna find guns often and the driving takes way more skill to master. And if you don't learn how to counter in the game, you'll die fast. But honestly the story is easily the best out of all of them. Plus you get an extremely overpowered car from DLC missions once you get close to beating the game (the car firing the guns).
