In Germany and Austria, they have a custom of remaining quiet on the subway. They're not as talkative or as demonstrative as Americans, and that Brother, who was undoubtedly an African immigrant, was probably struggling not to make a scene. That would've attracted unwanted attention and probably the hostility of the other passengers against him. It seemed to me that this woman fooling with his hair was engaged in some sort of sexual foreplay. I saw a video on RUclips in which an Afro German said that this sort of thing had happened to him since childhood, so when he became an adult, he shaved his hair very close to his head to prevent it from happening. Those people also have a habit of staring a lot at what to them is unfamiliar. It's always wise to check the customs of the country to which you're travelling as they obviously might not mesh with those in the U.S.A., and your American based response might get you into trouble with their laws or expected behaviors.
