Step 1: Fill the barrel with water to verify the finial doesn't leak. If it does, remove it and glue it in place. (I used"[MM] MOBIEL" T-8000 on the two out of seven 992 Demonstrators I have that leaked.) Step 2: After the glue is dry, fill with up to 2.5ML of ink. 3ML fills the barrel to the base of the threads, but if you have the housing with the feed and nob installed when you screw on the section, you may get inky fingers from the air pressure build up as you're screwing it on. It isn't necessary to apply silicon grease to the section threads, nor to the housing threads. Both section and housing have a rubber "O" Ring to prevent leaks Step 3: Since you didn't draw ink through the nib and feed to fill it, you can (a) dip the feed and nib in the ink to get the feed inked. Or (b) Cap the pen and set it point down for a minute or so for the ink to flow into the feed. (same as if you use a cartridge). Note: It isn't really necessary to load a full 2.5 to 3ML when you use it as an eyedropper fill. The only "advantage" of doing so is if you're doing a lot of writing, and only want to fill it once a week or so.
I have one with a very loose end finiel. Fixed it with two part epoxy from a hardware store. Have carried it with no leaks for two years now. WRT filling up an eye dropper, it is highly recommended to keep it at least half full and not write it dry. The less the air in its body the better. Especially in colder climates. Reason is when you start writing with an eye droppered pen the sudden shift from a cold room to warmth from your hands will cause air inside the body to heat up and expand and push ink in the feed out. So lesser air will mean less air to expand. Having a near empty body will regularly cause ink burps when the temperature difference is higher. Even more prone are thin body pens such as this.
I did a 992 a while back, and it turned out to have a leak at the little plug/cap at the butt end of the barrel. I dripped in some epoxy and it stopped the leak. But the epoxy stained with the ink where the body didn't, so the pen looks a bit weird.
I mistakenly said multiple times that the ink samples were “2 ounces each.” I should have said “2 milliliters each.” Sorry if that confused anyone.

I found out if you put a bottom less cartridge in the feed, the pen burp a lot less.
It is because it will restrict the ink flow.

Yeah, I’ve heard that the end plugs are a little hit or miss on whether or not they’ll seal.
