Officer Hoover makes a point often that attitude is everything. He is correct and it works both ways also.

I’ve had 2 inspections that could have placed me out of service…I had the replacement parts in the truck minus the harness I was waiting on or could point out what parts were still on back order causing lights to be on and got no citations. One of the inspections was at a scale after picking up screws in a drive tire, it was still on the bead and hissing so provable it wasn’t low when I pre tripped and within 5 min I found the holes to plug them. Having an attitude proving you actually pay attention to and care about your equipment being safe and immediately being concerned with correcting an issue vs sitting in the truck waiting for the officer to finish a ticket
Mr Hoover is a great officer and I respect him to no limit ! He is willing to get out in the rain to have a teaching video and that’s more than most these new drivers are willing to do

I was an LE DOT doing what he is doing for many years in the northeast. That officer is super knowledgeable and spot-on with his information. The fed laws are what they are and he is just relaying the message of what you need to do or not do. Plus, as a bonus, you got him in that crappy weather . . . I would have told you I'll see you on a nicer day :)

I'm surprised the Indiana State Police is letting him do this. But thank you for doing it it's much appreciated. It'd be nice for DOT and truck drivers to work together in everything to do with our industry. Instead of being a Revenue Service it'd be nice to have a partner
I don’t know if I missed it by chance, but something else important that is worth mentioning is that if you install new grab hooks on a chain, the WLL of the hooks will be your new number, no matter what the chain WLL is. Just something worth knowing, because hooks need replaced sometimes

steve's place is local to me. i will have to go get some of those. i like how they tighten and dont twist the chain like a traditional ratchet binder...they roll the chain up. great video with officer hoover. i have some pictures of some less than dot legal truck problems i would like to send him.

alot of people hate dot cops but this guy seriously seems like a good guy who is out to educate and keep the traveling public safe. Yes inspections are a pain in the butt but to have someone like him who is out to educate and out to keep the truck drivers and 4 wheelers safe when going down the highway.

Nice job. The only precaution about an extra chain or extra strap is that if the strap or chain falls within the parameters as defective or it is loose, even though you didn't need it, it is a violation.
If the defective chain is really a "extra" chain and you have enough other good chains to meet the legal requirements, the defective chain isn't a violation. Hoover said as much in the video, that's why he advises extra chains, so if one is loose or otherwise defective you have enough other chains to meet the requirement.

When I was driving cross country, I learned stuff from hyway troopers. These guys usually know a lot of stuff, and they will usually share it if a driver asks.

what a great officer ... i just added welded d rings to my trailer for a straight tie down instead of wrapping around the rub rails ....this is much quicker to chain down and avoids damage to chains .. i got the tip off youtube great videos keep up the good work

you have to watch that these D-rings dont put you over 102" with out a permit, most trailers the deck is already at 102", i put them on, but they were put on the top of the side rails, witch make it bad for loading

What does the DOT say about cleaning off your tracks on crawling equipment? I notice that you and The Captain don't spend much time cleaning the dirt and or mud from your tracks before hauling those items.

Someone took a slack adjuster and made faster screw type chain binder out of it, why didn't I think of that????
I'd throw some bright paint on the defects so you can quickly tell where the good chain is so you can avoid the bad chain.
What about all of the mud on the tracks?

@@DirtPerfect I didn't think you wanted to keep than mud around. LOL I kept my damaged chain for dragging logs. If it breaks dragging logs, no big deal. No need to mess up a good chain.

Also if you read the regulations it says you need an 80% securement in a forward motion another words you need to restrain 80% of the weight should you slam on the brakes and the load were to slide forward towards the cab of the truck.
By law you need 50% of the load secured thats it
If it weighs 100 000lbs you need 50 000lbs secured to be legal
I worked for an outfit right out of truck driving school. After a month, they told me to take a low boy and go pick up a loader. When I asked for another driver to go with me to show me how to operate the low boy, how to put the equipment on and chain it down, they refused. I refused to do it. The senior driver took the load, and had to slam on his brakes. One of the chains broke, the loader slammed into the goose neck and cracked it. He still works there, I don’t.
@@paulne1514 if only 1 chain broke the loader really would move that much, i have hauled lots of wheel loaders multiple times CAT 950 972m 980m 982m, a 988k on beam trailer, john deere 944K full dressed at 125 000lbs. If the load is properly secured it should not move, it is bad to hear that his load moved an caused damage which no driver ever wants. Taking a load that you never done before is a learning curve an good experiance to have. When i did the 988k on beams i was nerves but i over chained it alot so i flet safe an secured. Take your time an you will be fine with each load you haul.
Just caught this, what a brilliant idea to get a Police Officer to go through what you need to do, to move heavy loads.
Give this officer a raise, he actually knows his stuff and is out to help make everyone safer. Awesome job!

Officer Hoover is still dryer than the DOT Bear that helped me rescue people in a accident on 77 in West Virginia. Pouring rain and the first additional help took 20 minutes to arrive.

Na what's a few broken windows or a motorcycle down .............
I have personally seen a big rock come off of trachoe and go through a lady's windshield, thankfully it was on her passenger side and no one else was riding with her. I had to radio the driver that was hauling the equipment to get him to stop, he didn't know it had happened. The dot officer ripped him a new a$$ for not cleaning off his equipment before he left. Tickets and insurance claims are not our friends.
Two days later Officer Hoover pulls you over and tells you everything he showed you was wrong, then writes you $10000+ worth of tickets.😂

I watched this video for nostalgia sake. Are used to run dozers and excavators on the Oregon coast 25 years ago. The rental yard I drove for an old bread wagon tractor, dragging around the lower deck ramp back. The tiedown chains, and binders were nothing like this. The cheater bar that I had to use to set those binders could slip off. One time It did, knocked me out, and almost broke my jaw. This new technology is awesome. I’m glad you guys are staying safer out there.

A 50% deduct to the WLL is extreme, and because it’s a “convenient” number, arbitrary. As an engineer it drives me nuts when people (the person who wrote the code not Ofcr. Hoover) apply safety factors on top of safety factors.
I spent a good part of my career designing lifting equipment, kind of the opposite of tie down equipment. All parts of this kind start out with an “ultimate load” rating, which is often 5 times the “rated” load. The “safe working load” is typically 3.3 times the rated load.
So, if the rated load is 1000 lbs, at 5000 lbs the part will suffer catastrophic failure. At 3300 lbs the part will survive but may have experienced yielding. The gap between 1000 lbs and 3300 lbs is the safety factor range where bad/dumb things can happen and things will stay together.
The 50% deduct is essentially saying we’re going to further restrict the safety factor range to 1000=1650 lbs for no good reason other than a “feel good” factor. It’s nonsense and does nothing but drive cost into our products and services.
