rainbow gear is either event locked, in gear lab (locked behind cmd 60) or research bureau (locked behind cmdr 30).

Yes, you need to spend 400 cubes in any pool, including the upcoming event banner, so all the pulling you do will go toward either Shinano or NJ, depending on your choice.
