Something odd happened when I copied this setup. I ended up with 1195.6ps/131.8kg. The only difference is that my engine is level 8 (same slots) but I don’t understand why a higher level would yield less power. It could be that I’m using an emulator (ePSXe) but I don’t understand why that would change my power output either.
In the guide, I wrote that the best setup (in my opinion) is by installing Venus&Mars, Hunaudieres, LoComp/-2, Big-Bang, Hurricane, 32-Rocket. But in the video I accidentally installed Iron Man (1.55 multiplier) instead of Hurricane (1.6 multiplier), therefore giving less power that it should be. As result, the final speed could actually be a little bit higher than what was shown here.
The engine, F-5L12, naturally has a maximum level of 9. There is no special requirement in order to be able to reach that level. In other words, it's just a matter of grinding the EXP. If your machine can only reach level 6 then it's probably not F-5L12. Regarding the maximum speed, my setup has been shown at the beginning of the video. If you copy the setup then I'm sure you'll be able to replicate the result. So again, if you could only reach 315 km/h then you are using the wrong setup.
This is just speculation, but I think it's related with air resistance. When driving under high speed, eventually the air will turn into "wall" that will decrease the actual moving speed of the car. If the car goes straight, the "wall" on the left and right side is equal. But when the the steering angle goes to one side - let's say left, the "wall" on the left side will need more time to reach the car, and the one on the right side will take less time to reach. Since the "wall" on the right arrives first, it will "push" the car so the car turns right, even though the steering input is left.
Hello! Why are you using Backyard-SP rather than STAR-S? STAR-S has better CD right? But I don't know Backyard-SPs F/R Downforce, so maybe because of that? The amount of question I have on this game is so much, yet the sources I can check up on this game is so little. Thanks for the content mate! Cheers!
I did experiment using STAR-S, however Backyard-SP still won over it. After testing various setup, I concluded that better CD doesn't always mean better performance. I believe there is one hidden parameter called "frame size" that greatly contributes to the speed. Smaller frame means the car has lower air resistance and as result can go faster, even if its CD is written higher. After comparing all available body parts, Backyard-SP has the shortest height among the others, so that's possibly one of the reasons. But I absolutely have no idea if my theory is correct since I don't have capability to dig into game data directly.

I know what you mean by data that are not really written, I was currently using STAR-S and tried switching to a Zeta3000, and I noticed my turns took harder than when I was using STAR-S, so I just switched back. I'm currently about to max out STAR-S and would like to have another body to levelup when grinding on the streets. I just got my hands on a Micro-GT and will try swapping that out.
Backyard-SP is available as early as 8th Night, no need to wait until 9th Night. Zeta3000's base weight is technically twice than STAR's (around 135kg difference). So of course it will become harder to turn. And the "frame size" may contribute to a certain factor, since Zeta3000's frame is wider than STAR. Micro-GT is a nice frame due to its light nature; basically every light frame is very good to be raised.

How to get that Machine with level 9? My engine can only reach level 6 and only 315km/h full speed

I have no idea of handling formula 1 car, so I don't know the difference. But what could you expect from driving 400 kmh (~248 mph) car?
