The second 100% is the volume setting that RUclips has applied. "content loudness -18dB" means that the average volume is 18dB below the threshold for volume normalization. RUclips reduces the volume of loud videos to the threshold. -18 dB is 1/8 of the amplitude and 1/64 of the power. The figures for the MV are very different Volume / Normalized 100% / 45% (content loudness -6.8dB) The audio provided to RUclips for the MV is 800/45 = 17.8 the amplitude of this. It is very common for contemporary pop and rock to be way above the threshold because too much dynamic compression is used, making the quiet parts too loud and robbing the music of impact, scale and clarity. The other big problem in music production is autotune, which makes singing sound artificial. This song has had quite severe autotune applied to make it "perfect" but it was probably far better as Jamie actually sang it.
