You get them just randomly playing the game. I think they gave out 10 tickets if you finished the free trials for Street Poison and Trendy Cammy.

too hard to get 25K gems.

No fr I spent over 100k on divination and only 3 gens and I still haven't pulled him and I spend on divination everyday for a whole week 0 gens
