The correct order depends on the witch in question and their practices. In Neo-Wicca, your order is correct. You can learn more in our free Spellcasting 101 course on our website: spells8.com/courses/spellcasting-101/
You can gradually build an altar to make it appear as though it's just an aesthetic. Build it up on a dresser, bookcase, in a closet, and so forth. Substitute a couple things and make them into altar tools. I also suggest looking into shoebox altars, and other temporary altars.
I would use a small chalkboard. Lay it on the dresser or even have it in front of you as you sit on your bed. Keep a damp cloth nearby to quickly erase any sigils or symbols/spells you write on it if you need to keep from being found. I put four electric candles around my room at the corners for 'aesthetic' appeal. I would walk the room turning them on and even stepping onto my bed to complete the circle. If you can get a small computer table that fits over your legs as you sit on your bed, that is best. Put your chalkboard on it and write your symbols as you do the spell. For a blade, I would use a butter knife and have a 'snack' with you so you can cut it. A mini cupcake works well. No one suspects that your butter knife is an athame. If you can use a steak knife, even better. Use a small glass to hold juice for your libation. It can be a cute little plastic wine glass from a bridal shop. The ones they use as décor on tables. No one will suspect anything...much. Or paint waves in blue on a glass as an art project. If asked, just reply that you are having a little snack with water as you watch a video on your laptop or practicing your calligraphy...in Latin! As the video states, use a pen or paintbrush for a wand. Using a pen is great as you also could use the pen to write a spell or intention on paper. That pen you just blessed is now holding energy and that energy can be infused into the paper you write upon. I used to use toilet paper because it dissolves in water easily. Instead of burning it, which everyone will smell, I wrote my spell on it in gel pen ink, then rolled it up into a long cigarette shape and submerged it in bottle of holy water. As it dissolved in a bottle I kept in a hidden corner of my room, I would empty the bottle outside and no one knew. I would also fold it up and put it in a locket, wear it for a bit then burn it when I was alone. If you are allowed to burn an incense stick, break it into small enough pieces to form a pentacle by overlaying the pieces on your altar/computer lap table in front of you. Draw in chalk the circle around it on your chalkboard. These mini chalkboards can be found in craft stores or school supply aisles. Also, I would use glow in the dark paint and keep a cheap little blacklight in my drawer. If the paint is not visible in daylight and only under blacklight, then you’re good to go. I learned Latin in college. I would ‘practice’ my Latin by writing spells and keeping them in a college binder. No one uses Latin anymore except the Vatican. Just make sure no one around you knows it either! And when you have taken about 3 years’ worth of it, you can use it as a foreign language credit in college. Mini altar cases are cool but hard to explain away if caught with one. Common household items work best. But if you are inclined to get a mini altar, a friend of mine has one that he kept in those plastic 35mm film cups. It came with a tight lid too. Hard to find those in today’s world but if you do, great. Get a match, preferably a scented one like Frankincense. Put in a tiny feather from a bird, draw a pentagram on a penny and I can’t recall what he used for the water element. Put all these into a tiny Tupperware cup with a lid. That is your mini altar. It will fit in your backpack even. An old medicine bottle with tamper safe lid works too but peal off the label first! Good Luck!

Amazing video
Is this the correct order to do a spell?
1) Consecrate tools
2) Cast a circle
3) Bless your altar
4) Cast spell/do what you want in said space?
