In India, there are two branches of Classical Music called Carnatic Music and Hindustani Music.
So, even if people could sing, they will be considered musicians only if they are trained for years in any of two.
Also most of the old songs had many classical music elements in them which could only be sung by trained musicians. So, musicians were hired as playback singers. The trend continues today.
