Railroad workers save wandering child on Metro North tracks

- MTA locomotive engineer William Kennedy and assistant conductor Marcus Higgins who helped save the child, joined Good Day NY on Wednesday. Kennedy said had they been there a minute earlier or a minute later, it would have been a different outcome.

The kid and everyone else were very lucky that the 3rd rail isn't the one that is used by the LIRR or NYC Subway. Metro North's 3rd rail is placed inside the cover, so it would be safer for track workers.
Metro-North uses under-running third rail, where the shoes ride on the bottom of the rail. That type of third rail is also used on SEPTA's Market-Frankford Subway Elevated in Philadelphia. The LIRR and NYC subway uses over-running third rail, where the shoes ride on the top of the rail. Over-running third rail has a wooden cover board. Under running third rail has insolation that covers the top and sides of the third rail. Problem is there are many spots on Metro-North where that insolation is missing, exposing the third rail. You can see that in the video of the incident. Those places can be a problem if a person comes in contact with the exposed third rail and one of the running rails. It's 600 volts DC. Thankfully, there didn't appear to be any missing pieces of that insolation where the child was.
My question is how long it took the dispatcher to cut the power off to the third rail in that section.
@Jeff I already said in the comment that metro north uses under running third rail and already said and know that the LIRR and NYC subway uses the over running rail. But thanks for the extra info about Philadelphia.
@Jeff That's true that there are missing third rail protection covers in some places along metro north.

Thank goodness Metro North uses an unusual third rail design. (Sitting/standing on top of it won’t result in shock).
Though sadly the third rail also contributed to why the Valhalla crash was so bad. (The rail entered the train).
