Looks like a painting to me - certainly modified.

​@@mercurial382 it is hand-coloured (with paint) then edited by me to black and white. i wanted to use the original black and white photograph from 1951, but the only large enough version of the image i could find was this hand-coloured version. i found the photo itself in a collection of old aerial photographs which were donated to the national library.
