he got overpowered thanks to the "Very Fine" setting on SCP-914 "The Clockwork"
When you set it on "Very Fine" the object or person you put in one end, cames up on the other one with one hell of an anomalous boost, It gave the doctor the power to not only kill, but steal souls with his death touch, getting the power of the other SCP and basically becoming god.
The doctor always felt empathy for the shy guy.
