Iran doesn't want its leaders to be removed, thats why. Iran will lose in a very big way if it wants to militarily respond to Israel. Iran was hoping Russian missile defense systems could be deployed and used as a possible shield from an Israeli response, but Russia can't spare anything, as they too have a weak military and can no longer act as a provider of excess weaponry to others.
They have to remember the fate of Ibrahim Raizy and his minions. The Almighty is watching.
