Correction: Cebu City only has about 922,000 inhabitant as of 2015 census, not 3 million as you have erroneously said. You're only talking about a single government unit of Cebu City. If you mean Metro Cebu (which includes Cebu City, Mandaue and Lapu-Lapu, 4 other component cities and 6 towns) then the population is 2.8 million or almost 3 million. Cebu province is comprised of 47 towns, 4 component cities and 3 highly urbanized cities. Metro Cebu land area is about 1/5 of the entire Cebu province. The whole Metro Cebu area has a land area roughly the size of Hong Kong.
