For entering crime scenes I find it easiest to just go in and close the door behind me. They usually don't do anything, If they do follow then just hide under a bed or look for a vent inside, that way you know how to enter.

I think they should just let you examine the crime scene by talking to the enforcer if you have a case file on you. You are officially investigating it after all.

you don't work for the enforcers, and are completely freelance. the cops are deliberately an obstacle, i believe in part, as a political statement.
