My laptop froze during the upgrading process resulting in a kernel panic error and not beeing able to acces the GUI. (upgrading from version 19.10). I recommend backing up your data and doing a clean install via a bootable USB pendrive.

You shouldn't need to (no repartitioning will occur during an in-place upgrade like this), but it never hurts to be safe. The bootloader configuration will be updated with the newer kernel version, which also occurs from time to time even on the same version of Ubuntu.
Personal files stored in your home directory are generally not touched by the package manager, so they will remain. Applications installed system-wide should generally be upgraded, but if no upgrade is available, then they may remain or be removed, depending on the dependency situation.

Hello @Nerd on the Street . I accidentally interrupted (by ctrl+c) the manual upgrade. Next time I follow the same, it shows I need to update. Then in "sudo apt update" it is downloading a big chunk (1.5 gb) packages of Focal fossa. I freaked out and stopped the terminal. Can you suggest anything?? Please?
I would upgrade from 16.04 to 18.04 first, then from 18.04 to 20.04, just to keep the issues minimal. If do-release-upgrade isn't working, then use the manual procedure to go from "xenial" to "bionic", then again from "bionic" to "focal".
The package manager won't touch files in your home folder. If you're upgrading via any of the methods in this video, then backing up your files would not be any more necessary than it normally is.

Yes, Lubuntu uses the same package manager (apt) so the same steps will work for it. The same goes for Xubuntu, Ubuntu MATE, etc. The only difference between these spins/flavors are the preinstalled packages; Lubuntu will have lubuntu-desktop preinstalled instead of ubuntu-desktop (which, in turn, depends on a different set of packages.)

Let it finish downloading and installing the Focal packages. No need to panic, you stopped it halfway through, run it again and let it finish.
