Lockhart's a Ravenclaw bc his way of researching good stories, get those ppl to tel them to him, and his prowess with the Obliviate charm are considerable feats of intelligence. The thing is he lacks practical skill, and thus through the years of relying on lies and nothing more he turned actually useless and a goofball.
