The moment he said they will reinvest money in excess of the cap into treasury securiities, the market shot up..make sense..just recently the market decline for 6 days straight when 10 year bond yields hit yearly highs..putting money into these securities will rise bond prices which will keep 10 year yields down..reducing the risk of a stock market collapse (at least from new yearly high in 10 year bond yields)
