Since Katrina, how much of the relief money sent to New Orleans has actually been spent on improving infrastructure and how much paid out as graft?

@@Motoguzzi2231 The City of nO was finally spending money to fix roads. FEMA told them to either fix that #*#*# or give them their money back. I tell you what. they had their picks and chooses with the contractors to do the work. Thats a DIff story though
