Hi! Typically they are called Protection Engineers. Sometimes when they are specifically just in charge of the relay settings development they might be called Relay Settings Engineers. For field testing of relays, they would be called Testing and Commissiong Engineers, or just Commissioning Engineers. Hope this helps
