Every thing that we understand its mechanism isn't a random thing , it's directed mutation and bacteria do it normally
Do you have sites for prepare to Step 1?
So the majority of mutations are not random rather than directed and bacteria know somehow how to react in different environment, direct mutation is fast and effective while random mutation are slow and ineffective because with thise all mechanism bacteria doesn't need it to survive
