The issue was that the tech was hard to share and understand, they now have newer patterns of plasma weapons of high quality that is easy enough to produce that a whole squad type of a major military branch uses them exclusively, so plasma should become more readily available as a whole.
No reason other than plot convenience for them not to become produced and used on a wider scale. Maybe we'll see that in future publications along the line. With the HH ending, they might switch to "advancing" the plot faster.
The annihilator has a twin linked lascannon turret, and can replace the hull mount with another, and I assume it can take 2 more as sponsons... that's a lot of armour kill on one chassis!
If one forge world can produce something, why don’t they share the process with the others (as is the case with Raiza and the Executioner)? Is there a kind of competition between the forge worlds that entices them to keep their technology to themselves?
Most common reason would be that, if they share the process, that forge world loses its perceived privileged status. There's also great rivalry between mechanicus factions as well. Last but not least, the leaders of these places and high ranking mechanicus members are very closet-minded and paranoid. They don't like to share secrets by default.

Most of my armoured company is Exterminators led by a commander in an Annihilator. Love these old Forgeworld creations.
