My guess and suggestions on Performance -based implementation of 8th CPC. I favour the skill-based implementation rather than performance based. Employees should be rewarded with pay hikes or increments based on the acquisition of new skills, certifications, or advanced knowledge that is directly relevant to their role or enhances their productivity. This system 'supplements' the traditional seniority-based pay structure, creating an additional layer of motivation for employees to upskill. I think those who are public sector employees can agree on this

Higher officers get their lower officers to twist facts. Lower officers who are new to service find it hard to resist them as they have higher control over their initial career. Now, superior officers will get control over pay. This will DEFINITELY make it easier for higher officers to have the case examined by lower officers as they want. And if anything goes wrong, the blame is on lower officers.
only 2% is Clerical Job which can be evaluated be performance basis. 98% of Govt. job is based on physical work which cant be evaluted. bcz time duration of work is not limited to 8 Hours . ranges from 10-12 hours.

Higher officers get their lower officers to twist facts. Lower officers who are new to service find it hard to resist them as they have higher control over their initial career. Now, superior officers will get control over pay.
This will DEFINITELY make it easier for higher officers to have the case examined by lower officers as they want. And if anything goes wrong, the blame is on lower officers.

98% of Govt. job is based on physical work which cant be evaluted.
