*Epic Horn Use!* Vietnam Ambulance Ride Along Ho Chi Minh City | EMR *9999 Mercedes Sprinter

  • Seen here is an exclusive inside view of a new EMR *9999 Mercedes Sprinter ambulance racing through the busy streets of downtown Ho Chi Minh City (aka. Saigon) for a serious medical case regarding a patient with chest pain and breathing problems, who was transported to the emergency room for treatment. To assist the driver in clearing the streets I myself made good use of the electronic siren horn to alert motorists and pedestrians to the approaching ambulance. Drivers in Vietnam generally have little to no education and awareness on how to properly react and give way to emergency vehicles, and sirens are usually just ignored. Car horns however are frequently used while driving in everyday life and I therefore tried to see if motorists would react better to increased use of the siren horn, with some good results! Traffic can be much worse in Ho Chi Minh City. Please excuse the shakiness as I was filming with one hand while operating the horn.
    EMR *9999 is the only international-standard emergency medical response in Ho Chi Minh City.     I always love the Sprinter Ambulances, from what I'm seeing they're made by Demers, never heard of it, interesting! In the city I live in, in Altoona, Pennsylvania, in the northeast U.S, the ambulance company here has them, they're basically the same, sirens and all, yet without the additional lightbar, they look amazing! Especially with the simple integrated lighting, It's cool to learn more about them, anyways, great video! :)

      RTobi (Rummeltobi) Yes they chose some great products. However sadly it barely makes a difference whether you use the brightest lights or the loudest siren. As long as there is no education, awareness, and understanding, people will not react properly to emergency vehicles.

      RTobi (Rummeltobi) Oh they notice it for sure, but they still won't really move, that's the issue. Ideally people would hear the siren approaching and already clear the road in advance (but of course that is wishful thinking in most places around the world). What you often get in Vietnam is that the loudness of the siren totally confuses people as they are not used to it, many will hold their ears (including the traffic police) and even get offended at times, giving the ambulance crew angry looks, instead of just moving. Those are just some of the daily frustrations.

      What could help are some educational graphics on the ambulance. Simple large sentences which people can easily read. Could be something simple like "Lights & Sirens = (Life threatening) emergency! | Help us & move out of the way as early as possible"

      Beijing Emergency Vehicle Fans Sure I will try. In this video I was too focused on looking at the road and filming, but I think I did capture how to operate the siren in another video. The siren can be controlled from the driver's steering wheel, as well as from a switch in the middle of the dashboard. The horn is operated with a separate button on the dashboard as well.

      I also plan to do some Whelen siren demos and show off's on a very special vehicle ;)
      You mentioned the Hands Free option (steering wheel) but I do wonder if you have the normal Whelen siren control box as well (which should be the case) or if they have something different?

      RTobi (Rummeltobi) Sounds good. Yes we do have the normal siren control box installed. Was just trying to explain where that is located as most people don't know what this looks like. The switch and horn button are of course on the same panel. The hands free option is used most often to switch between tones.

      I wouldn't consider this a "siren play", it's more like a necessity in certain Asian countries since drivers don't care about emergency vehicles.

      RTobi (Rummeltobi) Without proper awareness, education, and understanding, it is not surprising that the majority of drivers will not give way to emergency vehicles in some places. I decided to maximize the horn use as the hierarchy of traffic in Vietnam often goes by 'the loudest and boldest gets to go first', so driver's who honk a lot will get more respect. Sirens on the other hand are usually ignored because people do not understand what they even represent (there is no sense of urgency when it comes to emergencies). Some people had asked me to use the priority tone more often, but I actually find this counterproductive, as most people in Vietnam are not familiar with this tone, and instead of moving they will often just look at the vehicle wondering 'what is making this weird noise?'. So you see it is not easy to navigate in an environment where the population is not trained to react...

      That's because the ambulance is made by Demers which is a north american ambulance manufacturer. They do offer such an integrated lighting. Behind those plastic covers on this unit are older Whelen lights which are still brighter than all the other manufacturer's lights. They now usually put Whelen M-series lights behind the plastic covers.

      In that case I would use the piercer/ priority/ phaser tone as some sort of "secret weapon" in case nobody is moving; simply to push and hurry :)

      @@noahater5785 Of course the rumbler/ howler could create an extra sense of urgency but I still think yelp, piercer and some quite heavy horn usage would most likely work best in Vietnam, considering the standards that were mentioned in the description.

    Very nice and exclusive catch, letting us know what it feels like in the ambulance :-). After reading your description, EMR *9999 sounds like a rare company, since you catch more "taxis with lights and siren" than a unit from EMR *9999. In a previous comment you said the job of a paramedic doesn't exist, does that include EMR *9999? The company itself does sound like the employees are trained as Emergency Medical Responders, but EMR is a level below paramedic.

      SnipballTheBestBall Thank you! They are in fact the only company/ agency that can provide this kind of lifesaving service. Nobody else will answer your emergency call professionally and come to your rescue with adequate training or equipment 24 hours a day in Vietnam! I should have explained the paramedic situation better. There is no 'job description' called paramedic in Vietnam, which means that even if you are qualified as a paramedic you can only be legally classified as a 'nurse' in Vietnam. This is a big problem for EMR *9999 as they must hire paramedics who also hold a nursing degree in order to work legally. The law in Vietnam also requires all ambulances to be staffed with a driver, nurse, and doctor (the local/ state-run agencies do not always follow this rule themselves), which actually wastes a lot of resources because it is unnecessary to have a doctor in every single ambulance (doctors are needed in emergency rooms, paramedics are needed in ambulances). The staff at *9999 are highly trained and qualified at all levels, 'EMR' in this case is just a name that stands for 'emergency medical response'. On a positive note, the management of *9999 has recently been able to negotiate with the Vietnamese ministry of health to establish the first ever school for paramedics in Ho Chi Minh City, which is currently in the works!

      Thank you for your detailed explanation! I agree that the 3-person per ambulance is a waste of resources, but that may be a sign that the government just wants the ambulance crew to be really equipped for anything, such as two medical professionals watching the patient while driver drives to the hospital. It must be so hard to become an employee for EMR *9999, since not only you need to have a paramedic certification, but also for nursing. It's also really nice that a paramedic school is going to be built in the city, but kinda depressing that there was never such a school until recently. Wasn't there another ambulance company that had resources like EMR *9999, called "Family Medical Practice"? You did catch their units in a video posted in 2015.

      SnipballTheBestBall No that is not the case. The government has no understanding of priorities, and most policies are only made to 'look good', but are totally unrealistic and decided without much research or consideration of realities in the field. Most local ambulances have little to no medical equipment on board, and both the nurse and the doctor (in the rare cases where a doctor is actually present, despite the laws) are barely trained and unprofessional. However this is not to say that they aren't trying their best in many cases, but the education and funding are just not provided. So what you'll often find is that the patient's family will be comforting them in the back of the ambulance, while the nurse/doctor sits in the front next to the driver, and does nothing.
      EMR *9999 follows the laws even if they are not practical, because the government does not like seeing their service (it exposes their own shortcomings), and will watch them closely for any violations.
      Family medical practice is the medical clinic that created EMR *9999 (and the ambulances are based at their emergency rooms). You are probably thinking of the older Ford ambulances, which are also with *9999. You can actually see Family Medical Practice written on both the Fords and the new Sprinters. To clarify though, *9999 is being kept as a stand alone service, largely separated in its operational model from FMP, for ethical reasons. So the doctor in the ambulance will decide to which hospital a patient should be taken based only on their condition.

      TGG AND SNIPBALL Vietnam don't have paramedic cause we don't have that word in Vietnam lol , the doctor are paramedic , so Vietnam do have THE EMR service befor the 9999 company , my dad have a stroke and the ambulance come with a doctor and they do what a Paramedic do aka save people they are not under train cause they are doctor that train for this kind of job same for the nurse

      It's part of the cabins ventilation system, if memory serves me right, it's an always open vent exhausting the stale air inside the main cabin and the rear box, some I see sometimes would have two facing rearward with one facing somewhat forward.

      It's definitely a Whelen siren. Most likely the Epsilon. But Whelen has those tones programmed on several of their siren boxes and series.

      Bens Emergency vids. Thanks! Family Medical Practice is the name of the private medical clinic which provides this ambulance service. The ambulance service itself however is called EMR *9999 and is kept largely separate from the clinic. Their ambulances transport patients to any appropriate hospital in the city depending on the patients condition.

    WOW. why is it 999? in singapore malaysia its 999 too and in uk too. but its four 9? what other languages do they speak? it is a requirement? why dont they wear bullet proof vest? do people respect ambulance EMR workers? what are normal calls they get for?isnt it traumatic to be a EMR worker?cool.

      No airhorn was used. It’s the electronic siren horn, and it is a actually super effective for traffic in Vietnam compared to using the siren on its own. In Vietnam whoever honks the most/ loudest will get respect in traffic.
